Most forums I've been on don't allow you to upload directly to the forum's database, this one might be different because there's an area in my CP that is called My Media. Scroll down below that new window and you will see a text box to enter the file name. It has a paper clip icon next to it. When you click on it (or hit the browse button) a file search window pops up so you can select the file you want to include in your post.
