I'm a ULC minister in Indiana and have an Indiana couple who wants to be married in a park just across the state line in Kentucky. Two questions: 1) Do they need a Kentucky license, or can they have one from Indiana? 2) Can I, since I'm not from KY, perform their ceremony?
